Economic Development Incentives 

     The Cleburne Economic Development Foundation, Inc. has been actively recruiting and working to locate new manufacturing businesses to Cleburne since April 25, 1963 when it was first organized. CEDF has a planned industrial park in which all utilities including rail are available with the land being owned by the foundation. CEDF’s industrial sites are offered at attractive prices with utilities and infrastructure already in place. Excellent commercial properties are also available in Cleburne on U.S. 67 or its northern loop around the city, along the N. Main St. corridor and on East and West Henderson Streets which are also the primary retail/commercial growth corridors. 

     The following programs and incentives have been established by the city, county and state to create jobs and induce capital investment by attracting new investments to the area, create new jobs and improve the quality of life. These goals or objectives can be accomplished by removing unnecessary government regulations, offering tax incentives and other economic benefits to businesses locating in these areas. The City of Cleburne, Johnson County and the State of Texas have recognized the need for new investment and jobs needed to sustain the many services and future growth of the economy. Cleburne and Johnson County participate in several state economic development programs such as the Texas Enterprise Zone Program and Texas Capital Fund Grant Program by sponsoring businesses for the benefits from these outstanding state economic development tools. Some of the advantages of utilizing such programs and the investments within a Texas Enterprise Zone are:

·         City and County Tax Abatements based on Capital Invested or Number of Jobs Created

·         Creation of Three Tax Increment Financing Districts (TIFs)

·         Sales and Use Tax and/or Property Tax Refunds through a 380 Economic Development Program adopted by the City of Cleburne

·         Low Interest Loans/Financing available through the State of Texas Program

·         Development Fee Exemptions or Exceptions offered by the City

·         Proper Commercial or Industrial Zoning within the Comprehensive Land Use Plan

·         Texas Capital Grants Accessed Through City and/or County Sponsorship for Public Infrastructure Improvements

·         Job and/or Corporate Skills Training Available Through the State of Texas and Local Hill Community College

·         Forward Planning for the Future with Necessary Water, Sanitary Sewer, Solid Waste Collection and Transportation Capacities

·         Rapid Turnaround is provided on Project Plan Reviews and Permitting with Properly Designed Development Plans.

·         Cleburne offers Great Logistical Location to Major International Airports and Great Ground Transportation Access with US 67, Hwy 171, Hwy 174, Interstate 35, West and soon to be completed extension of Hwy 121 (Chisholm Trail Parkway) to Cleburne
